SIGHRAY MAJHI OF BARIPADA on 24.11.2013 6-30 PM after a prolonged
illness since one and half year. SNEA(I) Odisha Circle prays to
the Almighty to provide his family with sufficient strength and courage
to tide over the crisis and for bearing this irreparable loss. We
pray The lord Jagannath for his eternal soul to rest
BSNL finalized a big tender for MPLS expansion and the MC approved the
same on 14th Nov. By this BSNL plans to procure and install 242 new
Edge/PE routers at 242 new locations. The tender will be called
Simultaneously to meet the immediate requirement, BSNL decided to
procure additional cards for the existing PE routers for its expansion
by which GE and channelised E1 ports will be added to the existing
routers to meet the urgent requirement. This proposal also approved by
MC and APO will be issued by BSNLCO shortly.
The MPLS core network already expanded by installing 40 new Core
routers recently. Traffic is already routed though 25 such new
routers and traffic routing through the remaining routers will be

Refusal of promotion by the employee
cannot be conStrued as a right and its acceptance by the Competent
Authority can also not be taken for granted.
1. A BSNL employee should be
willing to accept higher responsibilities through promotions as decided
by the competent authority.
2. Refusal of promotion is not a right of the executive. Any order
of promotion may not be refused by the executive normally.
3. In exceptional cases, an executive may request in writing
for refusal of promotion with sufficient reasons. But the request in
writing for refusal of promotion shall be effective only with the
concurrence of the Appointing Authority after taking all the aspects
4. If the reasons adduced for refusal of promotion are
accepted by the Appointing Authority, the executive will not be
considered for any promotion (either regular or ad-hoc promotions or
even look after arrangement) for a period of one year or till the
preparation of next panel, whichever is later, from the date of such
5. In the case of regular promotion being refused by the executive
and refusal being accepted by the Appointing Authority, on the eventual
promotion to the higher grade, such an executive will lose seniority
vis-à-vis his juniors promoted to the higher grade earlier.
6.In cases where the reasons adduced by the officer for his refusal for
promotion are not acceptable to the Appointing authority, then the
promotion order shall be enforced upon the executive through an order.
If the executive still refuses promotion, then even disciplinary action

- Meeting with DIR(HR): GS, President and
AGS Com Wankhade met Sri A. N. Rai, DIR(HR) and held discussions on:
a) E2, E3, E4 etc pay scales for JTO/JAO, SDE/AO etc: Assn strongly
demanded the settlement of this long pending issue as one of the major
hurdle regarding pension contribution is settled. By provisionally
giving E1 and E2 pay scales, practically demoted the JTO, SDE and
equivalent cadres which cannot be accepted by any way, Assn clearly
told Mgt. After discussion, DIR(HR) tokd us to give a note on this
working out the financial implications also. We will be submitting the
note after the CWC meeting.
b) JTO(T) to SDE(T) promotions: Assn requested to expedite the DPC
work by suitable work arrangement in the section. It has to be
monitored at the Director level, Assn requested,The court case at
Ernakulam also to be dealt immediately for the promotions, Assn told.
Assn already impleaded in the case. Now the case is listed for
c) DE Regular promotion order: Assn sought the intervention of DIR(HR)
to sort out the issues since VC is getting expired on 25th of this
month. All the DPC work is completed long back but orders could not be
issued. DIR(HR) assured that he will speak to the concerned officers
and immediate action will be taken.
GS writes to DIR(HR), BSNL regarding implementation of first Time Bound
Promotion uniformly after 4 years for all the Executives, instead of 4
to 6 years, to end discrimination of JTO/JAOs of recruitment years 1993,
1994, 1995, 1996, 1997, 1998 and 1999 with respect to later recruitment.
