  • BSNL has suffered a net loss of Rs. 1822.65 crore during the financial year 2009-10: The loss incurred by BSNL is mainly on account of reduction in revenue and increase in expenditure. The reduction in BSNL revenue is mainly because of decline in revenue from wire-lines due to churning of fixed line subscribers in view of preference to mobile telephony and fall in ARPU (Average Revenue Per User). Though there is a net increase in number of wireless connections yet revenue decreased mainly due to reduction in tariff by BSNL in the competitive market. The main reasons for increase in Expenditure are as below:

    (i) The staff expenditure has increased due to implementation of recommendations of Wage Revision Committee. The wage revision has alone caused an additional expenditure of Rs. 2900 crore over the previous year on account of payment of arrears for the period from 01.01.2007 to 31.03.2010.

    (ii) Increase in depreciation is due to amortization of one time spectrum fee for 3G & (Broadband Wireless Access) BWA service.
     

  • After persistent efforts of this association to lift the bar imposed by DOT on BSNL from procuring GSM equipment from Chinese vendors who are ready to sign new template agreement for supply of GSM equipment on security consideration, DoT vide no 10-15/2009/AS.III/(Vol.II/27/83) dated 12th August 2010 allows BSNL to procure equipment from Chinese venders also. This ban has been lifted by DOT after more than eighteen months after this association took up the issue of ending the serious discrimination being met out to BSNL by DOT with the Hon'ble Prime Minister's office and Union Cabinet Secretary.

                     We are satisfied that after continuous struggle and persuasion we could finally ensure that BSNL also enjoys level playing field in the matter of procurement of GSM equipment.

                       Now it remains to be seen to what extent BSNL management exploits this advantageous position by allowing BSNL to procure equipment from Chinese venders. Management has to act expeditiously to involve Chinese venders also in the process of bidding for procurement of 5.5 million GSM lines if it is really interested that European and American venders do no indulge in arm twisting when it comes to placement of purchase order for procurement of GSM equipment.

                      This Association shall closely monitor the actions of Consumer Mobility group with regard to procurement of 5.5 million lines specifically in the context of DOT's positive decision of allowing BSNL to procure the equipment from Chinese venders.

  • Hon. High Court, EKM heard the prayer of the affected persons filed on behalf of this Association praying for vacation of stay grated by Hon. High Court against the order of Hon CAT, EKM for reversion and the revision of seniority of 147 SDEs. Hon. High Court didn't extended the general stay and restricted the stay in respect of the two applicants alone (K. S. Hegde(MTNL) and R. C. Khuntia (OR)) for a period of four months. The case will be heard on merit.

 

  • 16.08.10-CS has written to CGMT, Odisha & GS Com G L Jogi protesting against the unnecessary procurement of already obsolete and outdated PCMCIA 3G data cards at a higher price.<<CS toi  CGM_pcmcia>  <<CS to GS_pcmcia>>

     

    17.08.10-In a single order, 1571 nos of officers were given Regular STS Promotion. 49 officers of ODISHA Circle along with 7 Odia officers now working in Hard Tenure Stations have been promoted to REGULAR STS CADRE.   • SNEA ORISSA HAS CELEBRATED THE 64TH INDEPENDENCE DAY IN THE SNEA BHAWAN BUBANESWAR ROOF TOP   .CIRCLE PRESIDENT HAS HOISTED THE FLAG IN THE  PRESENCE OF THE CIRCLE SECRETARY AND OTHER MEMBERS. WITH SLOGANS OF JAI-HIND AND VANDDE MATARAM THE ATMOSPHERE BECAME PATRIOTIC AND EVERY BODY HAS SMELT THE  WIND OF THE  64TH INDEPENDNCE DAY. ALL THE COMRADES VOWED TO PUT HARD EFFORT TO GET BSNL OUT OF THE  PRESENT CRISIS.

 

  • ON 01.08.2010, Sunday: With Tremendous Enthusiasm  and Participation A Spl General Body Meeting of SAMBALPUR SNEA DIVISION has been held at the conference hall of GMTD, SMB. The Meeting was attended by almost all comrades of Sambalpur SSA along with few comrades from nearby Bolangir & Bhawanipatna SSA. SNEA ODISHA CS, Circle President Com P K Sahoo,  Vice President Com U K Panda, Jt Secy(East), SNEACHQ Com P Sahu were present in the historic meeting. Comrades from remote & distant areas were present in large numbers. Com H K Dash gave the introduction about the meeting. Many issues pertaining to Staff matters, Transfer Policy, Shortage of Executives in the cadre of JTO/SDE in SMB were discussed. All the comrades present in the meeting reiterated  their solidarity with SNEA and expressed satisfaction over the functioning of SNEASHQ. Many Division Level issues were discussed in detail and DS Com A K Sahu was advised by circle President to hold meetings in regular intervals and to meet SSA Administration regularly with other comrades in groups to emphasize our genuine demands. The most touching and unique feature of the meeting was to felicitate the members who have retired from the division. 2 officers namely Com S N Hota & Com J Pradhan were felicitated by Circle President and CS on their retirement. The meeting was presided by SMB Dvn President Com K C Patel

    The meeting ended with thanks to SMB comrades for arranging such extraordinary meeting and hosting lavish lunch which was attended by the GM & DGM of SMB telecom District.

  • Implementation of DPE OM dated 02.04.2009 regarding IDA fitment benefit from 68.8 to 78.2%, it is understood that the issue was deliberated in BSNL Board Meeting yesterday on 30th July'2010 but remain inconclusive due to shortage of time. It seems that the issue will be discussed in the next Board Meeting

  • 30th July 2010DPC for Promotion from SDE(T) to Adhoc STS is completed today, Promotion of 1030 SDE(T) are expected today.

     

    28TH JULY 2010GS along with both the AGSs met Member (Services)/DOT;

    Inputs required by M(S) relating to the issue of exercising of option to continue in CDA scale were submitted to him and very elaborate discussions covering all the aspects of the issue took place. Inputs given to M(S) were comprehensive and enabled us to justify orders issued by BSNL Co convincingly. However, it appears M(S) has an open mind on the issue and is exploring all the possibilities to resolve the issue.

                                                                  Meeting with Director (HRD):

    GS along with both the AGSs had discussions with Director (HRD) in the presence of GM(P) on the following issues.

    1) Re allotment of STR people to respective recruiting Circles: Director(HRD) directed GM(P) to expedite issuing of orders to re allot STR people to TN, KTK and AP. GMP) assured that very shortly necessary orders would be issued.

    2) Excess transfers to the extent of 40% from Orissa Circle: Director (HRD) directed GM(P) to examine the issue and take necessary action.

    3) Bharatpur Issue; We apprised Director(HRD) that working atmosphere has  vitiated to such an extent that no body is interested to work under present GM. Growth of Bharatpur is adversely affected because of an unhealthy working environment. Director(HRD) assured that very shortly he will take appropriate necessary action to restore normalcy at Bharatpur. 

    4) One year tenure at Leh and Srinagar: Director(HRD) directed GM(P) to treat Leh as one year tenure for everyone whereas in respect of Srinagar he asked GM(P) to discuss the issue further and find an amicable settlement as quickly as possible. We assure Srinagar Comrades posted from other Circles that the issue will be resolved satisfactorily within a couple of days.

    5) Change of designation consequent upon getting time bound scales: Director(HRD) directed GM(P) to conclusively resolve the issue in consultation with the concerned Associations as early as possible. GM(P) assured that the issue would be resolved very soon.

WE HAVE 73 POSTS LAYING VACANT AT ORISSA .THE CONTINUOUS BRAIN DRAIN IN THE NAME OF PROMOTION  IS STILL CONTINUING AT CORPORATE OFFICE. GS IS REQUESTED TO FIND THE ROOT CAUSE BEHIND THIS.   •            JAC National Convention at New Delhi on 19.07.2010

  •     THE 20TH JULY2010                    More than 1500 executives /non-executives of BSNL throughout the whole country participated in the National convention organized by National JAC at Mavalankar Hall, New Delhi on 19.07.2010 from 10.30AM to 02.15 PM. A galaxy of imminent trade union leaders from CITU, AITUC and INTUC addressed the convention and pledged their total support and solidarity to the movement of telecom workers to save BSNL from collapsing due to hostile policies of the Government, the Bureaucracy and the Regulator. While affirming their total support to the unanimous declaration adopted by the convention , these trade union leaders appealed to BSNL workers to join the nation wide strike called by all central trade unions to register their protest among other issues on the issue of disinvestment of Public Sector CPSUs and retrenchment of employees.

  • Com. Basudeb Acharya, MP inaugurated the convention and Com. G.L.Dhar Secretary AITUC and Com. M.K.Pandhe, Vice President CITU and Com. Sanjeeva Reddy from INTUC addressed the convention. com. Prabir Purkayastha from Delhi science forum also addressed the convention giving a detailed account of how the policies of government and the arrangement of BSNL have contributed towards erosion of market share and revenues of BSNL. He suggested that the convention should come out with a comprehensive strategy to be placed before the people of the country for the revival of this national Telecom asset (BSNL). Com. Namboodari, Convener JAC presented the resolution to be adopted in the National Convention while Com. N.T.Sajwani presided the Convention.  Our veteran Com. OP Gupta also attended the convention.   

  • We are extremely thankful to the comrades of UP (W), Rajasthan, Haryana, Punjab, Delhi, Uttarakhand, HP and MP who have attended the convention in large numbers and have contributed in a big way to make this convention highly successful

19TH JULY 2010

Meeting with DIR(HR), BSNL: GS, AGS Com. Sebastin and GS, AIBSNLEA met DIR(HR) on 16.07.10 and discussed a) Pay scale of JTOs of 2007 and 2008 batch: GS explained that JTOs were recruited by notifying 9850-14600 scale but on appointment they are placed provisionally in E1 scale. As a result, all of them are facing a pay loss of 4000 to 5000 rupees per month. This is very much demoralising the young executives. To overcome this anomalous situation, GS demanded to place them in the pre-revised scale or protect their pay as in the pre-revised scale till the revision of pay scales. DIR(HR) was very much convinced on the arguments and assured suitable action. Assn already taken up the issue and written to DIR(HR) on 09.06.10 itself and held discussions with GM(Estt).

Later GS and AGS met GM(Estt) and appraised him about the discussions with DIR(HR) on the issue and requested him to process the case.

b) Modification of Executives posted outside from STR and CHITD on their promotion to STS: We requested him to issue the modification orders at the earliest to the extent of vacancies in th southern Circles as agreed in the earlier meeting. The SDEs posted in STR is have every right to get posting in the respective recruiting circles according to their seniority. DIR(HR) assured that the modification will be issued prior to the next promotion order by posting new DEs to other Circles.

c) Expediting regular promotion to STS and remaining Adhoc promotion to STS: We requested DIR(HR) to complete the process and issue the promotion orders by this moth end as promised earlier. DIR(HR) assured that he will personally monitor the progress of both DPCs
