The welfare Cliam issue of Late Com Tripurari Naik of Sambalpur has
finally been settled at CHQ and a cheque of Rs40,000/- in the name of Ms
Nalini Naik, widow of late Com Tripurari Naik has been received by CS.
Our sincere thanks to Com H Muthu, the CHQ Treasurer for his quick
response to the issue of welfare claim settlement.
The Ensuing CWC of SNEA(India) at MANALI is only a month’s ahead. This
CWC is expected to be PIVOTAL for BSNL’s growth and future in the wake
of PITRODA Commission, ITS Absorption, Pending HR Issues, GSM Tender
Issues, Issue of Merger with MTNL, Curtailing Reckless Expenditure and
many more. ODISHA SNEA will be represented by CS, Com B C Biswal, Com
Satya Mishra (cwc members) and Com Pramod Ku Sahu (Jt Secy CHQ). CS is
preparing his Report for the meet.
URGENT ATTENTION ALL DSs/Dist Presidents/ Circle Office Bearers !!!
1- As per GS’s instructions the pending District Conferences are to be
over in March. District Conferences of Baripada and Rourkela Divisions
are on priority.
Sincere Appeal to concerned DS/Dist President/concerned Circle Office
Bearers to arrange for the conference immediately and serve notice to
the unit head in this regard quickly.
2- ODISHA has not paid its QUOTA from
January 2009. Any how we have to pay the quota up to DEC 2009
positively. Kindly Pay the circle quota to Circle Treasurer Com M K
Nayak upto March 2010 if possible or else upto DEC 2009 definitely

Some Administrative units have already prepared the Diary cheques & are
calling CS for the sending/dispatching the SNEA DIARY CHEQUE. Sincere
Request to DSs to see the case and ensure early dispatch of the cheques.
15 FEBRUARY 2010-;The
All India BSNL Cricket Champions Trophy was presented to CGMT, Odisha
Circle by the TEAM Members in the presence of CS, GM(HR&Admn), DGM(Admn),
AGM(Staff). CGMT congratulated and thanked the TEAM & wished all of us
to show same kind of commitment to push ODISHA BSNL forward.

CS has a vivid discussion with GM(HR & Admn) on various issues like
settlement of the out standing Residential Telephone Bill issue. Gm
immediately talked to GM(Fin) for immediate initiation of the process.
Further CS has very earnestly requested him to consider & modify the
transfer order linked with the latest Promotion & Posting on Local
Officiating as SDE.
CHQ Treasurer Com Muthu has telephonic talks with CS and informed about
dispatch of the Welfare Claim Cheque for the family of late Com
Tripurari Nayak of Sambalpur. Constant monitoring for more than one
month has finally given positive result. Next week the cheque will be
handed over to the family of late Com T Nayak.

As
per CHQ notification CWC Meet of SNEA (I) will be held on 8th & 9th
April 2010 at MANALI. Our GS Com G L Jogi has categorically instructed
me to complete the following tasks before attending the CWC:
1.All
the Pending District Conferences to be positively over
by March 2010.
2.
CHQ Quota must be cleared upto DEC 2009.
3. Detailed Membership Data including that of
AIBSNLEA &
AIGETOA & non-aligned members ( if any).
4.
Report based on facts & figures about growth of connections and
expansion of customer base SSA wise to discuss about the trend of BSNL &
future course of actions.
Very Hard Days are in the offing for BSNL as a whole due to Management's
sheer complacency and half-hearted approach to so many pertinent issues.
We need to be vigilant and hold meetings among our comrades at District
Level and promise to unveil the dual policy of BSNL Management. We need
to work very hard to be effective at CHQ level in the wake of Hon'ble
Prime Minister's interference to reform BSNL Management and setting up
of PITRODA Committee for REMEDIAL MEASURES.
At our Circle Level we have to prepare the detailed members list (SSA
WISE) with all members of all Associations. We have to also clear the
CHQ Quota upto December 2009 positively so that that can be paid at the
CWC. I have also been reminded by our CHQ Treasurer Com Muthu for the
same.
My sincere appeal to all the District Secretaries who have not held
their District Conferences TO KINDLY PREPARE AND ARANGE TO HOLD THE
CONFERENCE BY MIDLE OF MARCH 2010.
Only DHENKANAL SSA has cleared its quota upto December 2009. I once
again request to all other Com Dist Secys to pay the quota upto DEC 2009
without fail. Contact Circle Treasurer Com M K Nayak and/or Asst Circle
Treasurer Com S Singhray for the purpose.

has celebrated the 61st Republic Day of INDIA in it’s own
Building at Rasulgarh, BBSR in a colourful fashion. Com Circle President
hoisted the National Flag in the presence of CS, Vice President Com U K
Panda, ACS Com P K Dash, CWC Com B C Biswal & Com S Mishra, Treasurer
Com M K Nayak, DS(CK) Com B C Panda, Dist President(BBSR) Com Pratap Ku
Sahu and other comrades of CK & BBSR Districts. We had a long
discussion on wide range of issues pertaining to Organisational matters
& Odisha BSNL’s growth and development. Much Emphasis was given on
strengthening the Association in the wake of coming membership
verification. All
the DSs, ACSs and Org Secys are requested to prepare the detailed list
of all the Executives (non ITS & non Allied) of all Associations
(including PS, PA & Acct Officers) SSA wise by 31.01.10 for sending the
same to CHQ. This is Very Urgent.
25 January 2010-
CS has telephonic
talks with GS Com G L Jogi and AGS Com A A Khan over a wide range of
organizational matters. The gist of the discussion is- We have to be
vigilant about the growth of customer base and strictly monitor the
areas where improvement is badly required. We must have to enhance our
involvement in developmental activities and expose the complacent
attitude of administration for revenue generation.
The Eligibility List of the
remaining SDEs for holding DPC for promotion to the cadre of Adhoc STS
has been sent to the corporate office after sincere persuasion by SNEA
Odisha.
The Provisional GRADATION
LIST of all eligible JTOs up to the recruitment year 2005 is near
completion. CS is in constant touch with the circle office for early
dispatch of the eligibility list of JTOs up to Recruitment Year
1995(OC), 1996(SC), & 2003(ST) to corporate office as already asked
for.
Urgent Attention of Dist
Secys- This time SNEA Odisha has prepared 2010 New Year Calendars for
distribution among the common members. Please contact CS and intimate if
any body comes to Bhubaneswar so that the calendars can be easily
transported to SSAs. Only Berhampur and Cuttack SSAs have already taken
it.
CS sincerely requests the DSs
to send the detailed data of executives in their jurisdiction as
required by CHQ for onward transmission. Only Baripada has given the
data. Please send the same within this week.

The ACR and VC of almost all the Executives
reached BSNL CO. We hope the orders will be issued shorly as
promised by the Management. |

Eligibility
list for JTO(T) to SDE(T) DPC: The gradation
list particulars from MP and Uttarakhand Circles only reached at
BSNL CO. The last date was 31.12.2009. Other CSs and CHQ office
bearers has to actively intervene in the matter. |

Approval of
pending IDA pay scales for JTOs, SDEs and equivalent cadres:
GS and AGSs had a detailed discussion with the
concerned officers in DoT on this issue. The case is linked with the
approval E9A pay scale. BSNL Board approved the pay scales one year
back and sent to DoT for approval. Due to the non finalisation of
the pay scales, the pay of JTOs of 2005 and 2007 year of rect. not
getting fixed. They had given only provisional pay scale of E1. The
pay anomaly of JTOs of 2005 batch also pending. The Time Bound
Promotion from JTO to SDE etc also not issued as the pay scales are
not approved. CHQ will pursue the case further with DoT and BSNL. |
05.01.2010:Circle
Secretary and Circle President met CGMT, Odisha yesterday and discussed
in detail about the issues raised in our 17th Circle
Conference Resolutions. CGMT, Odisha informed about nearly 100 nos of
newly recruited JTOs are going to join Odisha Circle after completion of
their training which starts this month. Further on RSTC issue he has
assured to take a lenient view & in regards to the out of circle
transfer of our Executives to NE Tenure Circles, CGMT has assured to
take up the matter with Dir(HRD), corporate office New Delhi. The
